When a user opens his notes client rather than going to the welcome page it launches straight into one of his folders. Is there any way to get this back to the default so it just launches the Welcome page?

Maybe try to remove from client PC next files: bookmark.nsf or desktop6.ndk or both these files.

Try re-applying the setting for the welcome page to the home page. On the left side-bar, select Favorite Bookmarks. You should see Welcome there. Right click Welcome and select Set bookmark as home page. Restart Notes and see if it saved the setting.
