Launch URL in new window

In previous versions of Notes I was able to launch a URL in a browser window outside of the Notes client by supplying a non-existent frame. With 8.5.1 I haven’t been able to find a way to duplicate that behavior. I’ve tried changing browser preferences in my location document but no matter what I do the URL launches within Notes.

Any thoughts on how to launch a URL in a browser outside of Notes?
