AFAIK, time is a function of the operating system, not Notes or Domino.

True, but you can override that in a Location document in the user’s local names.nsf. On the Advanced–>Basics tab, set Use Operating System’s Time Zone Settings to No. It then gives you a list of time zones to choose from.

The problem is that all of my users are using iNotes. Nobody has the client and therefore nobody has a local names.nsf.

In that case, Gregg is correct as far as I know. Browsers use the OS time zone. I would assume that message time stamps come from the server time.
You can also set time zone in the Calendar tab of the Preferences in iNotes. Not sure what effect that has on time zones outside of calendar entries, but worth a shot.
