Is it possible to set the user preferences without policies?

Some settings in user preferences are eclipse settings others are stored in Mailbox or other DB´s. Is there a documentation about each setting on wich place is the information stored and how can it set (not manually and not over policy?

If the preference is contained in the calendar profile document then yes you can edit the preference. You could run an agent on the server to edit the document. This is sometimes tricky because all Notes clients cache profile information. Any user clients that are open would have to be restarted for changes to take affect.
