Is it possible to send HTML emails from Notes client?

Our marketing dept would like to send out HTML formatted emails to users inside and outside our domain. From some digging, it appears as if we do need to have SMTP enabled in the configuration document. Currently, we have the setting of “SMTP used when sending messages outside of the local internet domain” enabled, but it still does not work when sending to external users. I am unable to choose “Pass thru HMTL” and get it to work.

Can someone explain if and how this should work?
