On my OS400 I have one smtp for applications production and on the same machine I have a Domino .Is it possible to start a smtp domino task without stop smtp os400 task?

Yes - you have either bind SMTP to a specific, unique IP address or have one of the SMTP servers listen on a non-standard SMTP port.
