Is archiving enabled by default?

I notice client account created under 2 different Domino server have different access on the archive settings. No policy is created to allow/deny archive. However, I notice all client created under Domino A can create their archive settings but client created on Domino B can’t click on the “Change” or “Add” buttons. All clients are given “Editor” rights.

Pls advise if there is any other configuration on the server which I will need to check as I’m pretty lose. The Help file only mention about the archive policy and nothing else.
