when i replace the notes template with inotes6 template, its shows the change in administrator client.But when i try to open in a browser it not the inotes6 template.

You have to Replace Design of a Database with that of a template.

What changes does it show ?
So, if you have a database on Server X called Mail\RVijayan.nsf, replace that db’s design with the required template (hoping you atleast know how to do this, if not I feel sorry for the folks you gave you this simple task of setting up INotes for Domino).
If you are not sure that a Mail Db is getting refreshed from a INotes template, open the mail db in designer check if the design elements have been copied from the template.
If your design elements in the Db have the property “Prohibit Design Refresh and Replace to modify” checked then they won’t be replaced by design replace.

Have you dubbel checked thtat it is the correct mail db file you are using, connecting to? so there is no other replica or anything.
Do you only have one server?
I asume that you use dns when accessing the mail db from IE, but try to manually go to the mail db by typing servername/mail/mailfile
