I had searched this forum and didn’t find the answer I was looking for but I eventually did find the answer and I wanted to put the info here for anyone else searching.
My problem was that all incoming Internet email was being converted from MIME to CD and I didn’t know why the system was forcing it to convert.
I found out in this article:

Quickly there are five reasons:

The Mail Preference in the Person Document

the ODS of the Mail.Box was pre-R5
-
The ODS of the person’s mail database was pre-R5
-
There was a third-party software that was forcing it to convert (like an anti-virus software)
-
There was pre-delivery LotusScript agent on the mail databases that did not explicitly retain the MIME format.
