As you have mentioned, a person with password reset rights can reset passwords using the password reset tool in the Admin client.
Another option is you can develop a custom password reset application for your password resetters to use.

There is also a sample self-service password reset application that comes with the Lotus Domino server (PwdResetSample.nsf). See “Setting up the sample self-service application to allow ID vault users to reset their Notes passwords” at the IBM Lotus Domino and Notes Information Center.
