Each time we open a database, an icon is created on the workspace. Is there a way to prevent this?

No, not that I am aware of. This has always been the default behavior. Moving icons you do not want onto a different workspace tab is another.
Wanting absolute control over what icons you have is one reason many people choose to move away from the workspace in favor of the bookmarks.
