ICL.nsf database deleted, now what?

My users were using the Certificate Authority to create new users. Somehow during building to building migration, the icl_8897.nsf database got deleted. (of course nobody knows how it happened and they can’t get it back from backups.)

I tried to re-migrate the certificate, but it is not allowed to be migrated twice.

What happens now? I need to get the ID back into the CA process, but Domino is being thick.
