IBM Notes 9 Browser Plug In

Can anyone clarify if there is any licensing cost savings associated with using the Notes 9 browser plug in only (of it it’s even possible)? I don’t know enough about the Admin part of a Notes install, but assuming you wanted to allow access to Legacy Notes applications while moving off of Notes as a platform, would you still be paying the same costs if the number of users changed from client-based to web-based access? I was thinking it would be cool to maintain a couple of Notes servers and client licences for support, but switch existing users to web only and save on costs, but maybe my thinking is way off base.
