There are a couple of ways to see if your template has the Spanish design elements. One way to check is to open the mail8.ntf template with the designer client. You should see both English and Spanish design elements. Also, have you tried to do a File-Application-Replace design from the notes client to see if Spanish is available? When you installed the language pack what option did you select? Did the installation of the Spanish language pack completed successfully?
