Html folder security emulation question

Is there a way to set up an html folder so it can be accessed by anyone in the address book?

This would emulate the behavior of .NSF web access.

Thanks for your response. It seems I have to explicitly add each user.

Is there some way to automate it so when a user is added to the address book they are given access to the web folder?
