I searched for html fixes in the upcoming Lotus Notes 6.5.4 release. There are actually 18 fixes for the Notes Client’s html rendering. I have listed below 11 of those 18 because they seem to be the most relevant (to my situation). To contrast this with previous releases, there were only 2 html fixes in 6.5.3 and only 3 fixes in 6.5.2. It appears that Lotus has probably been working on these fixes for a while trying to get them right (we can only hope).
SPR# PANN5SDD7Z - Fixed occurrences where HTML tables weren’t rendered correctly (where the table was too wide or columns were too wide ,…). We also reduced the time we take to fit a loaded table within a page and that improved the performance of loading many HTML pages/newsletters.
SPR# SSTN5FFSGS - The column width of tables in HTML were rendered poorly. This regression was introduced in 6.0.
SPR# KTOT5CRSZZ - Fixed a problem with MIME/HTML messages where the format was distorted when opened in Notes. The frames were not aligned and some of the graphics did not render. This problem has been fixed in 6.0.5 and 6.5.4.

SPR# OLR5F7TCZ - Fixed the formatting of HTML email newsletters. The table column width was displayed incorrectly.

SPR# BSPR5W9LFP - Fixed the display of an HTML mail message. Prior to this fix, the message was displayed too far to the right side of the screen.
SPR# MSER64UHET - Fixed a number of problems associated with generating URL references within multi-part related MIME items.
The rendering is now less sensitive to the formatting of the HTML
SPR# GMAA5HFEW7 - Fixed a problem in html tables that was causing text to overwrite images and distort table layouts.
SPR# CHAN5WG68U - Fixed a problem where a DreamWeaver HTML form would not display in the Notes client. This regression was introduced in 6.5.
