I don’t understand how to use this file (webaccessredirect650.ntf). How do I make this the homepage for my users? Thanks in advance!

Create a database on the server based on the template, assume its called dwaredirect.nsf. Open the database after creation and follow the prompts to configure, pretty simple.
Open Domino directory and edit the server document, on the Internet Protocols | HTTP tab enter this in the Home URL field:
/dwaredir.nsf?Open
Save the server document and restart the http task. When a user logs in, the database will redirect the user based on the configuration options you select.
