Subject: Look at “shell” in the help.
I would either look at shelling out to the OS and running a program there, or perhaps using a ping function. You could try Win32 calls from within your agent.
Were you not able to use events4.nsf as were suggested in http://www-10.lotus.com/ldd/nd6forum.nsf/0/7e8ad0a6fb22932e85257b2d0032a273 ?
That would be a much cleaner way, using ping/telnet sounds like a pretty bad hack.
