i want to allow user to read attachments on web in stead on saving on to the desktop
i want to provision only to read the attachment not to
save the attachment

I take it you have tried changing the ACL? ie maximum internet name and password - lvl?

There is only one way to do it – create a link on your web page that creates an appointment for the user to come into your offices so they can read the document under supervision.
In order to read the attachment, the user must download the file to the local machine. If you don’t want the user to save the file, you can’t give them ANY access to the file.
