How to reset Unicode prompt ? Calendar Profile?

Even though the FILE PREFERENCES, User Prefs, MAIL specifies to PROMPT for UNICODE settings, the prompt does not occur. This is because at one time the option to “Not Prompt” was checked.How can you re-enable this option ?

Is this set in the NOTES.INI file, or some bookmarks, or Calendar Profile settings ?
