How to prevent drag and drop folder

I have a notes database and would like to allow user to create public folder. I have granted the “Editor” right with “Create shared folders/views” privilege for users. The users can then create folder properly, but at the same time, they can also drag and drop the folder directly in the outline which should be prohibited in this application. I would like to know if there is any way to prevent users to drag and drop the folder directly in database outline. By the way, I have set the outline entry to read-only already but it doesn’t work.

Any suggestion is appreciated.

I have try the QueryDragDrop event in the Database Script. It can control the drag and drop of document to a folder, but no folder’s drag drop. The folder seems did not trigger the event. Does any other event can control the drag and drop in folder level?
