How to add a sub menu action to a shared action

I need to add an action to the “Forward” action menu in the mail template. I don’t see a way to do this like you can with standard actions. It must be possible because several of the shared system actions have sub menu actions.

Are you trying to do this from the Memo form itself? It is possible. Expand Forward in the Action Pane and then choose Create Action. The New Action is added as a sub action under Forward.

That works at the form level, but I need to add a view/folder action to the default action bar.I need the new action to appear in all views and folders.

Default action bar? Is there a default action bar? I believe you have to add the new action individually to each view/folder - using the same steps that I described for adding it to the memo.
