How many groups that I can create in names?

I have 2600 users, and have 570 groups in my names.I know the number of groups is not limited(over 30,000 Groups in IBM names). my business is splited many “blocks”(maybe crossed), and different person follow the different “blocks”. so I must used groups(and use roles) to differentiate them, so that they can read and receive the application. I see using ACL to control it in database.

my question is:

how many groups is proper with 2600 users(recommend)? the rate is ?

I want to know what is the rule ?
