How give i an user access to register new user on domino 6.0.1 server?

I have allready this question open:

how can i give one user access on the server to create/modify/delete (register) new users without he can see/change settings from the server himself - i mean like a account operator from windows?

Yes i know i can give him access to the NAB but he can not register there new users… only modify and delete.

? Do not really understand, but in Domino :

  1. In then names.nsf give him the [usercreator]role in the acl (do not forget to verify also certlog.nsf plus admin4.nsf)

Or if Domino 6:

  1. Use the ca process no to give him one cert.id
