How do you Change a Home page setting from Bookmarked Database to a Default Home page with Policy's?

We are using the Smart Upgrade process to upgrade them to R8.5. Using a Desktop Policy, we are trying to set their Welcome page up to a new setting.

This works fine for all but those that have set the Workspace or their Mail file to be their Home Page.

Using the Policy we assigned a Corporate Welcome database, Set the Default Welcome page and still we can’t seem to overwrite the Bookmarked Welcome page.

Any ideas??
