How do I establish mail quotas on my Domino server?

I got fed up with people complaining about their mail quotas yesterday (I don’t wanna delete mails, I only have work mail, etc) when I realized that our new mail server doesn’t have the mail quota feature on. Where do I turn it on and how do I establish that all maildbs will have xxx MB mail quota?
