Force User to Change HTTP Password

I have the “Force user to change Internet Password on next login” field set to “Yes”. When a user logs on to the Domino server, they are prompted with the Change Password page as expected. If the user enters in their current password correctly and their new password is strong enough for the password scale set in the security policy, everything works as expected. However, if the user enters in any information that causes Domino to reject the Change Password request, the end user will always be prompted to change password until the browser is closed. The server will set the password to the first successful change password request. This behavior only occurs when the Force user to change Internet Password field is set to “Yes”. If this field is set to “No”, the process works as expected. If the end users enters in any information that causes Domino to return an error, the change password page is displayed until a valid Change Password request has been submitted. At that point, the end user is redirected to the application they requested during log-on and the password is successfully changed.

I have verified that document server is configured as discussed in this document:

Any help, ideas, or suggestions are greatly appreciated.
