Is there any option / parameter through which i force domino to send TLS outbound emails.

But this option is for enable SSL / TLS . In this scenario if recipient domain did not have SSL / TLS enable then the mail will be transferred without SSL / TLS.

My question is i want to send SSL / TLS only emails no unencrypted emails.

You need to work with each mail domain to insure TLS is setup. There is no setting to fail the sending of the email if TLS is not setup.
