Font size customization for iNotes

I have read redbook of Domino Web Access 7 Customization and some articles in Lotus iNotes Customization wiki.

I want make the Navigate mail and Action Bar font size bigger in iNotes.I know we can use the browser(like IE,view -larger) to make view larger.

IN The properties files dwa_en.properties.

I change D_XX_SMALL_IE to x-small,and change h_ShimmerSkin-h_Stylesheet,all the font-size from 70% to 90%.also like x-small to small in the Stylesheet file.

in Lotus Domino Administrator console:

tell http quit

dbcache flush

load http

but sadly,I found not change at all.(I use IE browser to vetify all)

What to DO?
