Are File Resources only used on web apps

It depends on your requirement, if you really want to make use of file resource for Lotus Notes client. I have tried with adding an HTML file in File Resources section and then embedded it in the form. It displays the content of the HTML file. So I think it can be used in Lotus notes client as well.
