File/Application/Install menu not showing

I am not seeing the File/Application/Install menu.

I have com.ibm.notes.branding/enable.update.ui=true in my PLUGIN_CUSTOMIZATION.INI.

I have restarted Notes.

I have the Advaned Menus enabled and do see other advanced menu items.

This is a fresh install of Notes 8.5.

Any ideas?

Check whether you have left a blank line at the end of file.

It was just missing on my post, not in the file. A cut and paste issue.
