Failure to open Word file attachment in IE8

I use IE8 to access my inbox on Windows 7 pc. When I click an attachment of Word file, Word program opens correctly but displays an error message “There was a program sending the command to the program.”. Is it a bug on Domino messaging server? I have not upgraded to 8.5.1 and unsure if it will correct this issue like other previous versions.

Subject: Failure to open Excel and Word attachments

Using Windows 7, IE9, Excel/Word 2007. Failure to open attachments in Lotus Notes. Error message: “There was a problem sending command to a program.” Outside of Lotus Notes the files open with no problem. Found some suggested work arounds in other forums/tech sites but nothing works. Is there a fix?
