While trying to upgrade to Notes 8.5.1. fp3 from 8.5.1, I get the following error.“Error - version mismatch. Expected to find “20091002.1006”, found version(s): 20090929.1223.”
Why cant I go from Notes 8.5.1?
Do I have to install fp1 and fp2 prior to fp3?

We had the same, even with a fresh install of Notes.Best you can do is to change the fix.ini located in your FP3 install directory (where you unpacked the files).
Change the line ForVersion= to your installed release, see the example below:
[HOTFIX]
Version=FP3NW
NotesFixPath=fixpack.exe
;ForVersion=20091002.1006
ForVersion=20090929.1223
Release=8.5.1
ProductName=IBM Lotus Notes 8.5.1 FP3NW
After changing the ForVersion to your installed build number it will run just fine I guess…

You do not have to install FP1 or FP2 first
Note the following from the link:

If running Notes 8.5.1 Basic Configuration or Notes/Admin (Basic edition) 8.5.1, use the Notes 8.5.1 Fix Pack 3 Basic install.
If running Notes 8.5.1 Standard Configuration or Notes/Admin/Designer (Standard edition) 8.5.1, use the Notes 8.5.1 Fix Pack 3 Standard install.
