Error when renaming user in Lotus Notes 6.5.2

When trying to rename the common name of a user on my domain I receive the following error…

Title: LT-NOTES’s Directory File name: names.nsf; Error: The name of the authority issuing the Name Change Request is not allowed to make that request.

I was able to successfully rename the users on my domain until recently, I am able to rename some users, but not all

I guess I fixed my own problem, it had nothing to do with the certifier that I am using. The user just needed to have their Public Key recertified, after that I was able to rename them with no issues
