Error on Server Rules

Any help is appreciated. When creating a new Server Rule via the Administrator client I get the following error message "Error on Server Rules - Function ActionNewRule → 4412: Notes Error - Cannot Locate Field. I have created several other rules which are present and are working according to my log file. I can not edit, remove or add new rules. Thanks
