Error on listen Function Insufficient Memory

We received a message Error on Listen Function Insufficient Memory - Network Pool is Full - Listener task for port TCPIP is suspended for 20 secs due to Listen errors. The server would stop. Rebooted server but problem came back several times for two days, then just went away. Does any one know how to tell what was going on ?
