In the ND6 Admin Help it says …
To create setup policy settings
- Make sure that you have Editor access to the Domino Directory and one of these roles:
PolicyCreator role to create a settings document
PolicyModifier role to modify a settings document

From the Domino Administrator, select the People & Groups tab, and then open the Settings view.

Click “Add Settings,” and then choose Setup.

On the Basics tab, complete these fields:
However, if I have Editor I don’t need the role, that’s only for Author access, right? I tested to make sure Author access with those roles work and it does.
