I retested bookmarking my notebook folder and it works fine for me, here is my steps:
Open notebook
Create a notebook document
Create a folder in notebook DB
Move the document into the folder
Drag the folder into Open List
Close notebook
Expand Open List, click the folder bookmark, then the notebook DB will open into the folder.
I have several questions need your help, then I will write up one SPR for it.
Are you using Basic client or Standard client?
Could you please provide screenshots for your Open List and the error message.
Could you please provide the sample log? To providing the sample log, you can launch Activity Monitor when you get the error message, click Notes process, press Sample Process button, and save and attache the log here.

Subject: More details on problem
The notebook was upgraded from a v7 journal template. When I first encountered the problem, I made a new folder, moved the documents from the old folder to the new one, and deleted the old one. I open the folder and right-clicked on the tab and chose create a bookmark, then chose the bookmark bar as the destination. I tried just moving the tab to the open button and that made no difference
