I received the same message when running an agent :#29:3 and SwiftFile is not installed. PLEASE HELP ME!

I don’t know what SwiftFile is (it seems to be an IBM thing that may come along with Notes, something to do with event monitoring it looks like) but when I look at the code that uses it in the Mail template, it looks in your registry for “SwiftFile”, if it can’t find it there, it looks in your notes.ini for “SwiftFileInstalled”. If it can’t find it there it just exits. So that tells you what to do to get rid of the message in your mail Db.
If you can find out where your agent is calling this you should be able to figure out what to do.
But maybe someone with some actual knowledge of “SwiftFile” should weigh in 'cause I certainly don’t want to give you advice that’ll royally mess things up for you …
