Good Afternoon Marcus,
I was wondering if you have seen Technote 1228295 - “Error: ‘#0C:E9’ occurs when attempting to open mail” - which I have included a copy of below. It appears there was a Crash issue that was occurring with this error and the parameter to enabled is “No_Div_Width=1”. I recommend trying setting it to 1, rather than 0.

Problem
When trying to open your mail file in Lotus Notes®, you receive a dialog box with the error, “#0C:E9.”
In Notes 7 releases, the same document when opened will cause the Notes Client to crash with the following stack :

What does this mean?
This issue was reported to Quality Engineering as SPR# SHEZ6KZGYW and was fixed in the Notes/Lotus Domino® 6.5.6 MR and 7.0.2 releases.

SPR# SHEZ6KZGYW - Fixed a crash opening a document with lots of tables with merged cells. Added the notes.ini variable, No_Div_Width=1, to prevent large areas from being incorrectly displayed black. Adding No_Div_Width=1 to the notes.ini resolves the crash as well.
Refer to the Upgrade Central site for details on upgrading Notes/Domino.
If you haven’t yet upgraded, you can work around this issue by converting the message to Notes rich text. This will eliminate the error message. For instructions, refer to Document #1160191, “How to Use LotusScript to Convert MIME-Formatted Messages to Notes Rich Text.”
