"Entry not found in index" when creating a messaging rule

In the Domino Administrator, Messaging Settings, Restrictions and Controls, Rules tab:When I click on the “New Rule” button I receive “Entry not found in index”. I have tried this on XP and NT PC’s with 6.0 and 6.01 clients - same error message. Looks like I am missing the ActionNewRule and other actions from my pubnames.nsf file. Any ideas?
