It sounds like you were NOT manager on the local database – it was not enforcing ACL so you didn’t know. My first suggestion is to put it on a server temporarily. Find a server admin (a full-access admin) to break in and change the ACL for you.
p.s. There have been other backdoors in years past for local databases. On a server it is more secure. Maybe someone else will suggest a trick for breaking into a local NSF.
