Enable Instant Messaging missing for some users

I’m finding about 70% of my users do not have the “Enable Instant Messaging” icon in Domino Web Access. The correct server is set in their Person document.From what I understand if that setting is right then it should work for everybody or not work for everybody, not some working and some not working.

Any help is appreciated
