Customizing DWA Template

I’ve some difficulties with modifying the dwa template.
Add functionality is no problem.
But,
now I want to add a function for a group of users.
It seems that the custom_js-form does not recognize or other functions.
ok, i can write some code that displays a popup if the user is unable to use to function, but we want to make the functions unvisible.
Please help.
