Does the following download apply to BOTH Linux and Windows? The contents appear to be for Win32 only.

The install instructions are slightly confusing in asking you to confirm permissions for files that were not updated, but a careful read does not actually assert that there are server side lib’s to replace, just that you should look at the permission and ownership of libinotes.so
The Windows specific files are for w32 clients to download vs. execution on the server. Also hinted at, but not stated directly by the fix list -
