Any experts here who can help me in creating MSi or exe for DWA 8 inotes activex.
I have locked PC, with restricted user access.

Andrew is correct, there is an Enhancement Request. When you do call into Support, I suggest you reference the Software Problem Report (SPR) Number so that the Engineer that assists you will be able to locate it quickly for you.
The SPR number is RBOD6X3RAD and it is titled “Enhancement: provide an MSI that can be run to install the ActiveX control without Power User rights in the OS.” Adding your PMR to the weight of the SPR will increase the weight of the SPR in hopes that it will be fixed in a later release of Notes/Domino.
Also, there is Technote 1259589 that is associated with this SPR. I have included the Technote below for your convenience. Unfortunately, it states that “there are currently no plans to address this.”
