I was wondering if a Notes mail db can be exported in a file format than can be opened with Outlook or Thunderbird, and if so then how?

you can take a copy or replica of your mail file. Use third party tools available in internet to convert this to PST to access it using outlook

Don’t forget, if you are interested in using a different client you can always enable POP3 on the server and for that mailfile. Then use any POP3 client, such as outlook.
So, if you can give access, then you would not have to do the export.

Once you convert the database (.nsf) to .pst, you would be able to access it using outlook.If you would like to access using any other mail client, you need to convert .nsf into a format supported by that client.
To add POP3, go to Notes.ini for the server and and enable by just adding POP3 for the below line.
Eg:
ServerTasks=Update,Replica,Router,AMgr,AdminP,CalConn,Sched,HTTP,IMAP,LDAP,POP3,RnRMgr.
restart the server.
Confirm by opening the server configuration document, go to port, mail and see if POP3 is enabled.
Once this is done, you can access your mail file using outlook by configuring for POP3.
