What is required at 20% install that does not exist?
What am I looking for to make it exist?

need more info to answer your question. What does not exist, document or file? This could be an issue of not finding a document within the address book (names.nsf) or not finding a template needed to create a nsf file. There should be an install log to look at to help determine what is happening.

I take it that the install went fine and this is the server configuration.
Create a replica of the names.nsf and file copy it to the data folder on the new server. The new server is probably having a problem replicating the Domino directory from the server you specified.
