I have several databases with the ‘Database Properties Launch’ set to - Open Designated Frameset. This works except for one user who does not get the frameset loaded. He does however get the default view. When I change to his ID on my PC all is OK. So it seems to be a local problem. I have tried removing and replacing the icon, deleting the cache and desktop files. but still the problem comes back. Does anyone have any ideas.

No gaurantees, but whenever this occurs on me, it is usually a view security issue. Check that the user is able to see the view that the frameset would load.
If the frameset has computed frames, verify their formulas as that user with some computed text on a temp form or something if possible.
