I should be able to enable the ability to add external Google calendars to iNotes by either creating a policy document with mail settings, or by adding the ini setting iNotes_WA_CalOverlay=1 to the server notes.ini file and then restart the HTTP task.
Unfortunately, I have done both of these things and it still does not appear. Does anyone have a suggestion as to how I can enable this functionality?

When you setup Domino, did you also create a security policy, and setup the proxy configuration. iNotes in 8.5.1 moved the proxy configuration for google cal. and quicker to a policy setting so that users where not creating multiple files and having to manually overlay them on the server. Below are instructions on setting up the proxy policies.
for google cal. you will want https, and http like in screenshot below.
